OBI is seeking an independent contractor to assist us with launching an unarmed guard business that will create jobs in the security industry for individuals with and without disabilities. Our goal is to satisfy an unmet need in the workforce industry by training and employing quality unarmed security guards through Maryland’s Employment Works Program (EWP).
   OBI is a vendor in the EWP, which provides us a unique opportunity to bid on state of Maryland contracts before they go out for open bids. As our organization has not previously conducted business in the unarmed guard industry, we plan to partner with an experienced industry expert who can guide the development of this exciting new venture.
   This contractor is responsible for assisting OBI in obtaining and launching an unarmed guard business with the state of Maryland and as an EWP contractor and bidding on and fulfilling contracts for the state of Maryland. This contractor will aid in the development of processes and procedures that meet the state of Maryland regulations for an unarmed guard business and delivering the training curriculum designated by Maryland State Police for unarmed guard certification. The curriculum and instructional methods will need to support qualified individuals with and without disabilities.

Scope of Work

• · Assist the organization, as needed, with obtaining our unarmed guard license through the State of Maryland.
• · Guide and assist in the development of processes and procedures that meet MD state regulations for an unarmed guard business.
• · Work collaboratively with the Director of Business Development to deliver the unarmed guard training curriculum to support learners with and without disabilities.
• · Ensure that the OBI unarmed guard security business remains in compliance with all state of Maryland regulations and is up-to-date on any changes in regulations.
• · Serve as the Firm Representative of OBI on the Maryland state application for a security guard agency.

Qualifications

• Genuine desire and ability to commit to assisting a nonprofit in this capacity.
• · Ability to professionally  interact with a wide range of individuals, including those with disabilities and/or other barriers to employment.
• · Ability to work collaboratively with OBI staff of all levels

Additional requirements related to Unarmed Guard Certification:

• 5 years of experience as a full-time police officer with an organized police agency; and
• completed successfully a police officer training course that is recognized and approved by the Maryland Police Training Commission; OR

• 3 years of experience in an investigative capacity in any unit of the United States, of the State, or of a county or municipal corporation of the State for the purpose of law enforcement; and
•  completed successfully the police officer training required by the Maryland Police Training Commission; OR

 At least:

• 5 years of experience as a full-time fire investigator for a fire department or law enforcement agency of the State or of a county or municipal corporation of the State; and
• completed successfully the training certified by the Maryland Police Training Commission or the Maryland Fire-Rescue Education and Training Commission; OR

o At least:

•  5 years of experience as a full-time correctional supervisor, ranked LT and above, in a correctional facility in the state; and
• Successfully completed the training required by the correctional training commission.
